Biography
Mayor Leoluca Orlando has been holding the term from 2012. He was also mayor of Palermo from 1985–1990 and 1993–2000.
Leoluca Orlando was born in Palermo in 1947. After his graduation at the University of Palermo, he continued his further academic development in Germany, primarily in the city Heidelberg.
Once returned to his home city, mayor Orlando started his career as both professor of regional public law at University of Palermo and legal advisor for politicians. He was soon elected to be advisor for the President of the Region Sicily.
Afterwards he ran for the position of Palermo mayor in 1985 and he won for the first time. In the following years, he was elected as mayor four more times, with his current mandate marking the fifth term in this position. During his current mandate, Leoluca Orlando is mainly focusing on promotion of culture, social cohesion and combat against corruption.
His first major project, called Council of Cultures, focuses on equal opportunities in regards to healthcare, education and even politics for migrants.
The general practice, established by this Council, is that anybody who resided in the city for at least two months is eligible for equal opportunities as other residents. There is also a tutoring program for young migrants which provides them with training, legal counseling and easier interaction with local authorities.
In order to strengthen this effort, mayor of Palermo participates in all major religious celebrations around the city. This includes events organized by all communities, with the goal of integrating them and enhancing their sense of belonging to the society of Palermo.
Another major project by mayor Orlando during his current term is the establishment of a facility for education, called City of Children. This facility offers outdoor education and play area in the center of the city, with various social and education programs. These include animations, which are offered to children from low-income families, aged from 3 to 13 years old.
Besides this facility, there are several other offices around the city, promoting different seminars and educational courses.
All of this is further supported with the Regional Plan for Children and Adolescents, presented by mayor of Palermo Leoluca Orlando. The aim of this plan is to encourage socially disadvantaged youth to grow up into an important part of the community.
Mayor Orlando also started the Transparency and Integrity Program. This program focuses on the combat against corruption and its prevention. This plan gets updated each year, after extensive research based on previous year statistics. The innovative approach to this problem enables transparency of all municipal activities.
