Biography
Mihhail Kõlvart is an Estonian politician and the mayor of Estonia's capital Tallinn since April 2019. He was born in Kyzylorda, Kazakhstan in 1977.
Mayor Kõlvart moved to Tallinn with his parents at the age of 3. After finishing law studies at the International University of Social Sciences, he built a career as an athlete and coach.
He started his political career in 1999. Mayor Kõlvart has been a member of Tallinn City Council, a member of parliament, and deputy mayor of Tallinn.
Since the beginning of his mayoral term, Kõlvart has been dedicated to making the city of Tallinn a greener and more environmentally friendly city.
In 2020, mayor of Tallinn signed the application of the city for the title of European Green Capital of 2023. This green initiative aims to improve the living environment of European cities, to present their activities and to recognize the efforts that cities are making to improve the environment and the quality of life. At the European Green Capital Awards Ceremony on 9th of September, 2021, in Lahti, Finland, the city of Tallinn was announced to be the European Green Capital 2023. Besides the title, Tallinn was also awarded with €600,000 to support the implementation of measures to enhance its environmental sustainability.
One of Kõlvart's main goals as mayor is to direct more resources to people with special needs, especially children. He spends more than 10% of Tallinn’s budget on social welfare and health, compared to 6% which has been spent in 2017.
All in all, Mihhail Kõlvart is a major advocate for sustainable urban development and environmental protection. He has started many projects in the city that pursue the city's goal to be climate-neutral by 2050.
